The
undertaking of urban and rural construction has witnessed rapid
development in Tibet. A three-level urban system with Lhasa
City at the core has been established. Since the convention
of the Third Plenum of the 11th Congress of the Communist Party
of China in 1979, the central government has injected more capital
in Tibet. From 1984 to 1994, the "43" Projects and
"62" Projects funded by the central or other provincial
governments involved an investment of 480 million yuan and 2.38
billion yuan respectively. A lot of key infrastructural projects
have been constructed in Tibet.
At the end of 1998, there were 237 building enterprises with
29,700 employees, 27 architectural designing institutes and
112 building material enterprises in Tibet. Infrastructure ranging
from transportation to telecommunication, supply of water and
electricity has been greatly improved.
