 Since
the peaceful liberation of Tibet,the telecommunication undertaking
have brought forth earth-shaking changes. A historical stride
in the quality and amount of the sector's services has been
taken since the beginning of opening and reform.
1 . There have been a sharp rise in the level of equipment and
technological content as well as a substantial improvement in
communication capability. In 1978, the whole region had only
52 long-distance lines, 27.14 million yuan of post and telecommunication
fixed assets, and a telephone popularization rate of 0.19%.
Until the end of 1998, the number of long- distance lines increased
to 5,245, the original value of post and telecommunication fixed
assets reached 2 billion yuan of which 1.6 billion yuan was
the original value of communication fixed assets, and telephone
popularization rate had reached 3.22% while in the city of Lhasa
that rate was 30.34%.
2. New businesses have been appearing all the time and the level
of service has obviously improved. The enormous increase in
communication capability and the rapid raise in equipment level
have not only enabled Tibet's telecommunication network to satisfy
the communication needs of Party, government and military institutions
, but also offered the people multi-layer and diversified telecommunication
services. 
3. With the rapid development of telecommunication business,
the social and enterprise benefits of telecommunication undertaking
have witnessed continuous rise. As telecommunication transforms
its small volume into large one, analogue technology into digital
technology and single business into diversified businesses,
telecommunication itself has changed from a bottleneck for national
economy into a most rapidly developing sector, playing a fundamental
and pioneering role in Tibet's economic construction, social
development and informationalization of national economy . 4.
Enterprise administration has been further strengthened, system
reform further deepened and the qualification of further improved.
Had carried out the separation from the post office and fulfilled
the reform of wireless paging system in time, Tibet telecommunications
preparations for the restructuring of telecommunications in
accordance with the general requirement of the State Council
and the concrete arrangement of the Ministry of Information
Industry.
