| 1. Except the proclaimed
prohibition in the laws and regulations, investors can not only
invest freely and operate freely, but also there is no limitation
and restriction in terms of fields of investment, percentage
of share holders and pattern of investment and business categories.
2. Fields of encouraging
for investment
(1) Education: primary education, vacational education, education
of higher learning, adult education;
(2) Infrastructure development:
<1> Water conservancy: Main water conservancy development,
water harvesting in water deficiency areas, improvement and
sanitation of drinking water for human and livestock, technologies
and facilities for controlling soil errosion.
<2> Transportation and Telecommunication:
Local roads, bridges, cannels, railways and civil airports
as well as necessary equipment; construction and operation
of all kinds of telecommunication networks and stations(only
refers to investment from domestic);
<3> Energy Resources: hydroelectric stations, new resources-generated
electric power (solar energy resource, geothermal power and
wind energy resource, etc) and its integrated utilization;
construction and improvement of electric network; development
and utilization of bio-energy ;
<4> Public facilities construction of cities and towns:
development and management of facilities for supply and drainage
of water, heating system and gas supply, etc (exclude pipe
networks); afforestation program; construction of roads, ports,
small towns; infrastructure development of marketing;
(3) Agriculture and Animal Husbandry:
Highland-characterized ecological agriculture and animal husbandry,
water-saving agriculture, development of high quality and
high-yield new varieties, new technology, improvement of low-yield
farmlands, production base of vegetables, commercial foodgrain
and oilseed production base, bases of breeding and fattening
of the livestock, Proutry production, fishing production,
development rangelands and grass production, extension of
technologies of agriculture and animal husbandry, industrialization
of agriculture and animal husbandry;
(4) Backborn Industries:
<1> Tourism industry: development and use of human and
natural tourist resources, development of tourist spots and
tourist zones, construction and improvement of necessary facilities
for tourism industry, construction and operation of tourist
hotels; operation of local cultural tours, special tours and
professional tours, etc;
<2>Medical Industry: Improvement of property and prescription
of Tibetan medicines; enlarge production scale of traditional
Tibetan medicine; research, development, production and marketing
of new medicines; cultivation of medicinal herbs;
<2> Forestry: Deep processing of forestry products;
utilization of under forestry products; introduction of imrpoved
varieties of trees; afforestation of fast-growing forest,
development shutterbelt; integrated management of diseases
and insect; restoration of forestry resources; management
and prevention of desertification;
<5> Mining industry: geological servey, utilization
and processing of mineral resources;
<6> Processing of products of agriculture and animal
husbandry production and production of local handicrafts(including
tourist souvenirs);
<7> Construction and building materials: new types of
building materials ( materials used for wall decoration, decoration
materials, water-proof materials, heat-preserving materials);
<8> Hi-tech industries and newly-emerged industries:
technology of microelectronics; new materials; bio-technology;
software development; technology of information and communication
network; development energy-saving technology; technology
of regeneration, recycling and integrated use of resources;
technology for management and monitoring environmental pollution;
(5) Intermediary services and technical services of information
consulting, accounting, consulting of law formulation, asset
appraisal, auditing, etc;
(6) Conservation Development of Ecological Environment, industry
of environmental protection;
(7) Establishment of entities and projects engaged in poverty
alleviation;
(8) Development and Utilization of Wasteland, desolate mountains,
desolate slop lands, waste river bank, waste water ( "Five
wastes" for short hereinafter);
(9) Real estate: reparing buildings which are in danger of
collapse in cities and towns; managing economical residential
buildings; commercial buildings; management of real estate;
(10) Welfare houses, welfare orphanages, old people' homes
in rural and pastoral areas; welfare enterprises; (11) Acquisition,
improvement, trusteeship and leasing of state-owned enterprises
in Tibet;
(12) Other industries and projects which are encouraged and
approved by Tibet Autonomous Region.
All
pollution-involved projects that are prohibited by the regulations
of the state and Tibet Autonomous Region are restricted.
